What steps will reproduce the problem?
1. Downgrade reef to 59 stable or to 60, but not latest one(e.g. 59.0.3071.91 9460.60.0)
2. Restrict updates to Chrome version 60
3. Navigate to chrome://chrome
What is the expected result?
Device updates to a version within 60.
What happens instead?
Says "Device is up to date".

When disabling restriction, device updates to 59.0.3071.134 and then to 60.0.3112.101 without issues.
Have customers affected and reproduced in SVL-TC3.
