Switching WebView Popup Touch Handles to use Composited Handles

This is a bug to track the progress of making WebView's touch handles be composited (what Chrome for Android does). This would eliminate the need to hide WebView handles while scrolling and also unify Chrome/WebView code-paths.

Added touch handle clipping metrics

Adding several metrics to measure how useful flipping touch handles
would be in avoiding clipping. This will be especially useful in deciding
whether or not we can move WebView to use composited handles instead of
popup handles.
