What steps will reproduce the problem?
1. Attach device to external monitor, and make the external monitor primary
2. Notice that shelf is missing on secondary (internal) monitor
3. Drag window to secondary monitor
4. Maximize window

What is the expected result?
Either shelf is visible, or shelf is removed and window maximizes to take up full screen. Though my preference is for shelf to be visible.

What happens instead of that?
Shelf is missing *and* window does not maximize fully.
