Delayed creation of downloads notification

Issue description

When downloading, there may be a delay between the user initiated action (long press > download page) and feedback (creation of notification that indicates download is in progress) due to speed of network. Maybe we should consider ways to give immediate feedback to the user without lying about whether or not we are able to/have started the download.
 
There are three scenarios for laggy notifications:
1. Navigation -> Download, can't see until we determine this *is* a download.
2. Explicit call to DownloadManager.  Need to check when we show the notification.
3. Resumption might not update/refresh notifications until native loads which is slow.
