[Sync] Per event type sampling mechanism to UserEvents |

Issue descriptionIn the short term we need to sample LanguageDetection events, but ideally this will allow sampling of any event type. Seems like something that should be added to the Event Logger infrastructure that we only have to configure and pay for if we want to use it. Additionally, it shouldn't require any client code change.

Per-user sampling could be achieved with setting feature specific features to non-100% values. However, we currently do not support sampling at a fixed rate for every user. Have not had a use case where this is optimal yet, but it seems like a reasonable feature going forwards.

Closing this as we do not have immediate plans to do such. Still seems like a nice to have feature, perhaps we can re-open this if we have a use case. |
