Settings toolbar does not match md spec

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Open chrome://settings
2. Look at toolbar

What is the expected behavior?
Title should match MD Desktop spec, 80px from left, font-weight 500.

What went wrong?
Title is not 80px from left and is 400 font-weight.

Did this work before? N/A 

Chrome version: 60.0.3112.101  Channel: stable
OS Version: 10.0
