Navid - do you have bandwidth for this?

Should be an easy fix, we should log a warning and abort AddLatencyNumberWithTimestampImpl immediately if we've already been terminated and receive another terminal component.

ClusterFuzz testcase 5774502926745600 is flaky and no longer crashes, so closing issue.

If this is incorrect, please add ClusterFuzz-Wrong label and re-open the issue.
