Wrong Default Resolution

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9334.72.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.140 Safari/537.36
Platform: 9334.72.0 (Official Build) stable-channel swanky

Steps to reproduce the problem:
1. Change Internal Display Resolution
2. Hit Control+Shift+0

What is the expected behavior?
Screen resets to default resolution of 1920x1080

What went wrong?
Screen changes to 1536x864

Did this work before? N/A

Chrome OS 9460.73.0/59.0.3071.134 does not fix this. Will check again after next update. This is an enterprise enrolled device

This is WAI.

The internal display is always being driven at 1920x1080. On an internal display, the resolution setting affects scaling of UI elements rather than driving the display at that resolution.

On 13" FHD (1920x1080) devices, scaling things at 1:1 results in unusably small UI elements, so the default is to scale UI elements to 1536x864.

The UI is less clear than it should be. We're working on making it more clear.
Got it, makes sense.

Will the smoothing be across all devices? I have a 1366x768 device that, when scaled, gets very blurry.

Is this because of a lack of 1:1?
