Regression: Unable to drag URL on chrome://settings/passwords.

Issue descriptionChrome Version:62.0.3193.0 (Official Build) 9bd5aef927219e3e72b7a076f14bb7efb01dca83-refs/heads/master@{#496151} (32/64 bit) OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3). Precondition: Sign in to chrome with an account that has saved passwords. Steps to reproduce: 1.Launch chrome, navigate to chrome://settings/passwords. 2.Now drag URL and observe. Actual Result: Unable to drag URL on chrome://settings/passwords. Expected Result: should be able to drag URL on chrome://settings/passwords. This is regression issue broken in 'M-62' and will soon update the bisect info: Manual Bisect Info: Good build: 62.0.3166.0 Bad build: 62.0.3167.0

I am not able to look into this because I am out of office. My guess is that this can be fixed within the settings' page by applying "user-select" CSS. Assigning over to dpapad@ who I believe is in that team.

Just to update latest behavior, able to reproduce this issue on chrome latest dev #63.0.3212.0. dpapad@ Since this issue is marked as RB-Stable, could you please let us know is there any latest update available on this issue? Thanks!
