What steps will reproduce the problem?
(1)Sign into user -> Click on Uber Tray -> Select 'Network' option -> Disable 'Wi-Fi'
(2)Now click on 'Network info' option and observe unnecessary space is seen and also observe tool tip is seen misplaced (Please refer Screenshot)

Expected: Unnecessary space should not be seen and also Tool tip should be seen under 'Network info' option
Actual: Instead unnecessary space is seen and also tool tip is seen misplaced 
 
This is Regression issue as same is working fine in 58.0.3029.145/9334.74.0 stable-channel Candy

@tbuckley: Please confirm the Issue

Note: Issue is seen on M-58 and also seen on Latest M-62
