Provide start/stop capturing websocket frames

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3188.4 Safari/537.36

Steps to reproduce the problem:
We have a ws connection with many frames coming in.

What is the expected behavior?
It would be nice if i could stop and restart capturing websocket frames.

What went wrong?
Capturing is not stopable.

Did this work before? No 

Chrome version: 62.0.3188.4  Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
