Steps to reproduce:
0. I'm using the stock keyboard, *not* Gboard.
1. Go to a webpage
2. Scan a QR code with a URL
Observed behavior:
The "Go" button in the bottom right is greyed out. If you click on the omnibox or
somewhere on the keyboard, the "Go" button becomes usable again.
Expected behavior:
"Go" button should be useable immediately. Problem does not exist on Apple keyboard.
Frequency: 5/5

Additional comments:
Same behavior as issue 653632, but I'm using the stock keyboard, not Gboard.
