Scanning a QR code from keyboard greys out the "Go" button

Issue description

App Version (from "Chrome Settings > About Chrome"): 61.0.3163.40 beta
iOS Version: 11.0 beta 
Device: 6S

Steps to reproduce: 
0. I'm using the stock keyboard, *not* Gboard.
1. Go to a webpage
2. Scan a QR code with a URL

Observed behavior: 
The "Go" button in the bottom right is greyed out.  If you click on the omnibox or
somewhere on the keyboard, the "Go" button becomes usable again.

Expected behavior: 
"Go" button should be useable immediately. 

Frequency: 5/5
<number of times you were able to reproduce> 

Additional comments: 
Same behavior as issue 653632, but I'm using the stock keyboard, not Gboard. 

lindsayw, cmasso: is this reproducible on more recent versions of M61?

 
clarifications:
- I can reproduce with several QR codes with a URL.  example URL: https://lh3.googleusercontent.com/JhlUkFmf_qYUMEV_H-WPvG_TMB7oiSY8jqqRIkzJ_cZRe0eWYIx_x59NPMX-gMpUSRZN=w170
- I don't have Gboard installed at all, it just has the same behavior as the above bug.
