Tabs close after private window start

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Setup 'Continue where you left off'
2. Close chrome with some pages
3. Right button click on chrome icon and select 'New Privat Window'
4. Close Privat session
5. Open Chrome as usual

What is the expected behavior?
The previously pages are open

What went wrong?
previously pages are closed

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Tested on latest Stable #60.0.3112.101 and Canary #62.0.3192.0 on Windows 7 and Windows 10 and unable to reproduce the issue mentioned. Please refer the screencast attached.

@olegzarevych -- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists.
