We need to  install openssl on Linux hosts & bots for wpr test CA. The bots are:
* All the Linux hosts of Android perf bots
* All the Linux perf bots
* All the bots that run telemetry_unittests & telemetry_perf_unittests, including:
+ The ones used in catapult CQ.
+ The ones used in Chromium CQ: https://cs.chromium.org/search/?q=telemetry_perf_unittest+file:%5Esrc/testing/buildbot/+package:%5Echromium$&type=cs

Actually we found a new way of using test certificate in Chrome without relying on the OS (details in https://bugs.chromium.org/p/chromium/issues/detail?id=753948#c14).  So closing for now.
