Domain Reliability: add same-origin collector for app.google.stackdriver.com

app.google.stackdriver.com will have a same-origin collector, so add a separate entry in google_configs.cc for it.

Note: this is not adding a *new* origin to monitor; this origin was already covered by the includeSubdomains flag on the google.stackdriver.com config.
