[Toolchain - LLVM] Should use "-meabi gnu"

We need to update either the compiler wrapper or LLVM directory, to always use "-meabi gnu".

(see discussion in https://chromium-review.googlesource.com/c/chromiumos/overlays/chromiumos-overlay/+/604711 for more context).

There is a bug in __gnu_mcount_nc  in clang according to https://bugs.llvm.org/show_bug.cgi?id=33845 . Its better that clang fails the compilation till the bug is fixed.
