The "Connect" button on "Choose a mobile network UI" doesn't connect to the chosen network

Issue description

The "Choose a mobile network" UI performs a network scan and, upon the completion of the scan, populates a list of networks (MCCMNCs). Choose a network from the list would result in registering to the selected MCCMNC. If the action fails, it will fall back to register to the home provider In either case, the current implementation doesn't actually create a IP connectivity (it simply registers to the selected network. We can should change the behavior of the "Connect" button to perform both Register and Connect.

I wonder if we would be better off integrating the 'Choose a mobile network UI' into internet_detail_dialog.html now that it is available from the oobe/login screen? That way a user could select the network in the UI (which would presumably register it), then explicitly click 'Connect' if they wish to?

We don't have a good fake implementation for this UI surface and I don't have a device I can test the behavior on.

Integrated this with the Settings UI. Will fix bugs specific to that instead.
