Android spell check menu overlaps "Login not secure" popup

Issue description

Chrome Version: 62.0.3193 (Developer Build) unknown (32-bit)
OS: Android

What steps will reproduce the problem?
(1) Go to superfighterweb.com/principal2.php and click in the username field
(2) Type a misspelled word (so that a red spell check underline appears)
(3) Tap the misspelled word

What is the expected result?

Unsure

What happens instead?

The spell check menu is covered by the "Login not secure" popup

Do you guys know who'd be the best person to take a look at this? Not sure who had the latest autofill source files. (Happy to take a look at this as well if you can point me in the right direction)

1. Since it's a login form on HTTP, showing the form warning is WAI (+emilyschechter  to confirm). Also, if the page is on HTTPS, autofill dropdown will show in the place of the warning. So the problem is to determine the overlapping behavior of the features, autofill and spellchecker. 

2. I think we should consider turning off spellchecker on username forms. (+privard for autofill behavior).

Hey hannahs@, c#3 re: spec file: go/fns-ui-spec has the exports and the sketchfile. (+maxwalker, in case there's a newer version)
We actually are not going to launch FNS in the current form, and the experiment should expire soon, but Phil and team should be cautious of this for any future autofill experiments.
