Chrome Canary doesn't seem to start on Windows

Issue description

Chrome Version       : 62.0.3192.0
OS Version: 
URLs (if applicable) : 10, 1607, 14393.1593

Tried with 32-bit and 64-bit canary, seems to crash on startup. Log was saying the following:
[0821/124824.931:ERROR:main_dll_loader_win.cc(134)] Failed to load Chrome DLL from C:\Users\jmadill\AppData\Local\Google\Chrome SxS\Application\62.0.3192.0\chrome.dll: The specified module could not be found. (0x7E)

Looking in depends.exe shows a bunch of missing dependencies, with long names such as API-MS-WIN-CORE-*-L1-1-0.DLL.

Disabling Windows Defender didn't seem to do the tricky.

Possibly something in my system configuration?

This is happening on all ClusterFuzz GCE VMs as well, which are running Windows 2012 Server R2.
