Website blocked by the Canary channel, but not by the stable channel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3191.0 Safari/537.36

Example URL:
https://www.mercadolivre.com.br/

Steps to reproduce the problem:
1. Access "www.mercadolivre.com.br" using Chrome Canary
2. Error Message

What is the expected behavior?
The website should be displayed correctly, as it is using the stable version of Chrome.

What went wrong?
An error page is loaded when trying to access www.mercadolivre.com.br

The page can be accessed without problem using the stable channel, with the same configuration.

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? Yes Don't know for sure

Does this work in other browsers? Yes

Chrome version: 62.0.3191.0  Channel: canary
OS Version: 10.0
Flash Version: 

The exact same issue happens with the Android version of Chrome Canary. (The stable version of Android can access the webpage without any issue).

I can confirm this on Version 62.0.3188.2 (Official Build) dev (64-bit). Chrome gets stuck on a loop trying to establish connection and eventually give up with net::ERR_SPDY_SERVER_REFUSED_STREAM.

Works fine on Stable and other browsers.

Tested the issue on Latest Canary# 62.0.3193.0 and was able to reproduce the issue on Windows, Mac and Linux.
This is a Regression in M62. Below are the bisect information --
Chrome Good Build -- 62.0.3165.0 (488876)
Chrome Bad  Build -- 62.0.3166.0 (489161)

You are probably looking for a change made after 489129 (known good), but no later than 489130 (first known bad).

This is a server bug.  Unclear how widespread it is, though this is only the second report of it that I've seen.
Regarding the spread of the bug, here are some more (pretty big) sites that will come up with the same bug: https://www.hoeffner.de, https://www.otto.de/, and some more recently but I can't remember the urls.
Just to confirm the issue.
- Can't access to www.mercadolibre.com.ar.
- Error message: ERR_SPDY_SERVER_REFUSED_STREAM
- The page can be accessed without problem using the stable channel, with the same configuration.
- Does it occur on multiple sites: Yes. https://www.hoeffner.de, https://www.otto.de/ and https://www.mercadolivre.com.br/
- Is it a problem with a plugin? No
- Did this work before? Yes

Chromium devs already marked this as a 'non-issue' and will not be fixed. This is a problem with the server, not the browser, which is following the specs properly. You can read the entire thread here: https://bugs.chromium.org/p/chromium/issues/detail?id=751642#c16

BTW, I already reported this issue to a couple devs from mercadolivre.com.br, who told me would be contacting their server team.

Nginx developers confirmed that this is not a server issue either, see https://trac.nginx.org/nginx/ticket/1351.

At least one website operator reported that this was caused by a bug in their F5 BIG-IP load balancer, and updating firmware solved the issue, see  https://crbug.com/751642#c13 .

The server from mercadolibre.com.ar (or .com.br) is not NGINX, but Tengine (Taobao Engine, http://tengine.taobao.org/). You can confirm this from the server headers as you can see below:

oblivia:~ francisco$ curl -I https://www.mercadolibre.com.ar/
HTTP/1.1 200 OK
Server: Tengine

Tengine is an NGINX fork, and I couldn't found any reports on this issue on their bugtracker. I'll post this issue there.
