Regression : Contents of incognito NTP are misplaced after resizing and maximizing browser window.

Chrome version : 62.0.3192.0 (Official Build) 006fe05062cd9696cd11f2cb607c92f577471b7d-refs/heads/master@{#495856} 32/64 bit
OS : Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome, click on browser's 'Restore Down' button and resize browser window towards extreme LHS.
2. Hit Ctrl + Shift + N to open incognito window.
3. Now maximize incognito window and observe incognito NTP. (Please review an attached screen cast)

Actual Result : Contents of incognito NTP are misplaced after resizing and maximizing browser window.

Expected Result : Incognito NTP contents should not be misplaced after resizing and maximizing browser window.

This is a regression issue broken in ‘M-60’, below is the manual regression range and will soon update bisect info.
Good build : 60.0.3109.0
Bad build : 60.0.3110.0

Note : This is Windows OS specific issue and the same is not reproducible on Mac(10.11.6, 10.12.3, 10.12.5) & Linux(14.04 LTS) OS.

Able to reproduce the issue on Windows 7 using latest canary#62.0.3192.0 .
Manual bisect info:
------------------
Good build : 60.0.3109.0-Revision-474118
Bad build : 60.0.3110.0-Revision- 474499

Per revision bisect info:
------------------------
You are probably looking for a change made after 474383 (known good), but no later than 474384 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.
