Regression : Discarded photo is still seen at R.H.S corner of Uber tray and at 'People' section

Issue description

Chrome Version:  62.0.3190.0/9862.0.0 dev-channel Daisy,Kip and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings
(2)Now Observe Profile picture at 'People' section (Ex:'Rabbit' Picture is seen and also observe 'Rabbit' picture at R.H.S corner of Uber tray)
(3)Now navigate to chrome://settings/changePicture page -> Click on 'Take photo' icon -> Capture photo 
(4)Now click on 'Discard photo' -> Observe Captured photo is still seen at R.H.S corner of Uber tray(Please refer Video and screenshot)
(5)Now go back to chrome://settings -> observe Captured photo as Profile picture at 'People' section -> Now again navigate to chrome://settings/changePicture page and observe Captured photo is seen again


Expected: After Discarding photo previous Profile picture('Rabbit' Picture) should be seen at R.H.S corner of Uber tray and at 'People' section
Actual: Instead Captured photo is seen even on deleting photo 

This is Regression Issue as same is working fine in 61.0.3163.13/9765.7.0 dev-channel Peppy

It looks like this is related to some similar issues that will be addressed by reveman@, assigning to fix or mark as a duplicate.

Yes I think this should be fixed now.
Status: Verified (was: Fixed)
Verified on M64 dev build (10109.0.0, 64.0.3261.0). After discarding photo, now default profile pic is displayed.
