Regression : OS Recovery message is not seen on installing builds

Chrome Version:  62.0.3190.0/9862.0.0 dev-channel Daisy,Kip and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Connect the USB with  62.0.3190.0/9862.0.0
(2)Try to recover the build(Esc+reload+power) and observe OS Recovery message is seen missing (Please refer Video)

Expected: OS Recovery message should be seen on installing builds
Actual: Instead OS Recovery message is seen missing

This is Regression Issue as same is working fine in 62.0.3189.0/9856.0.0 dev-channel Kip

Any ideas why we might not be rendering the text here?

Recovery images are not published until after stable, so punting to stable.
