Pressing on “tab” from the keyboard should focus on the next button in Search box, instead focus shifts to Omni Box.

Issue description

Chrome Version: 45.0.2454.93, 62.0.3192.0, 60.0.3112.101
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Navigate to any website.
(2) Click on Command+F to open search bar.
(3) Enter any text to search on the website.
(4) Press ‘tab’ from keyboard.

Untriaging this issue as issue is noticed from M-45 #45.0.2454.93.

What is the expected result?
Focus should shift onto  next available button.

What happens instead?
Focus is shifted to Omni-box.

Note: It works fine in Windows and Linux.

Mac doesn't focus buttons when pressing tab unless "All Controls" is set for "Full Keyboard Access" in System Preferences -> Keyboard -> Shortcuts

[mac triage] I think this is WAI, but speak up if the steps in #c1 do not fix it.
