Regression: Learn more link is not clickable in the print preview of Incognito NTP

Chrome Version:62.0.3192.0
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open a NTP in Incognito mode
(2)Ctrl+P and click on Learn More link

Expected:Learn more link should be clickable 
Actual:Learn more link is not clickable 

This is a Regression issue broken in M-62 
will update other info soon..

Able to reproduce this issue on Windows-10 and Mac OS 10.12.6 using chrome latest canary #62.0.3191.0. Adding RB-Stable since this is a latest regression observed on M-62, please feel free to edit if this is not the case.
