Regression: Default option should be seen in cookies section of settings

Issue description

Chrome Version:61.0.3192.0
OS: Ubuntu 14.04,Windows

Pre-Condition:Enable Site settings with All sites and Site details flag.

1.Launch chrome and Navigate to chrome://md-settings/content/cookies.
2.Add a site in any section.
3.Go to Site details and observe permissions dropdown.

Expected:Default Choice should be present in dropdown.
Actual:Instead it is seen blank.

This is a regression issue broken in M62. Will provide other info soon.

Thanks for the report! I think it's a bug that it doesn't navigate back on the second click, as well, so I'll try and take a look at that next week. The actual fix for this bug though is that patterns shouldn't be linked to Site Details - also see Issue 751009 and Issue 739274.
