Issue descriptionChrome Version: 62.0.3191.0 f416f8e8ec6abb5ad2dcc9937315527cd0b49fc9-refs/heads/master@{#495816} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3,10.12.5) What steps will reproduce the problem? (1) Launch Chrome, navigate to chrome://settings/reset and click on Reset sub-page arrow (Reset overlay appears) (2) Give Print command > Mouse hover on 'Learn more' link and observe Actual: Arrow pointer is seen when mouse hover on 'Learn more' link Expected: Hand pointer should be seen when mouse hover on 'Learn more' link This is Regression Issue broken in M-62 and will soon update the other bisect info. Manual Bisect Info: Good Build: 62.0.3188.0 Bad Build: 62.0.3189.0

Using the per-revision bisect providing the bisect results, Good build:62.0.3188.0(Revision:495023). Bad build:62.0.3189.0(Revision:495410). You are probably looking for a change made after 495396 (known good), but no later than 495397 (first known bad).
