[FR] Send Chrome OS logs to remote logging service

Issue description

Description:
Add the ability to remotely enable device log capture and send to a centralised log server to enable analysis. 

Use case:
Enterprise customers that have unattended devices in the field (specifically in kiosk/digital signage use cases) do not have the ability to physically log onto a device to enable chrome://net-internals/#chromeos and save to a file.

Motivation:
In many instances, Chrome OS devices are inaccessible and login credentials are not provided for on site staff to access a given device. When the first thing that is required to troubleshoot issues is log files, providing an option to remotely trigger and collect logs will assist with diagnosis of issues and the ability to file bugs in a timely manner. It will also ease the burden of trying to replicate an issue if the problem is intermittent.
 

Existing workarounds:
None.
