can't capture data-url request in chrome.webRequest

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
capture data-url request in chrome.webRequest

What went wrong?
 can't capture data-url request in chrome.webRequest
