Extending to external screen in tablet mode does not allow to move windows between monitors with mouse

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) beta-channel cave

Steps to reproduce the problem:
1. Enter tablet mode on a chromebook (fold keyboard back)
2. Connect external keyboard, mouse and screen in "extending" mode (default)
3. Try to use

What is the expected behavior?
- The system recognizes this situation as desktop mode and does not switch to tablet mode;
- The system detects external keyboard and mouse and does not switch to tablet mode
- The UI somehow allows to manage multi-monitor windows in tablet mode

What went wrong?
The windows become maximized at the internal display and there is no way to move them around.

Chrome version: 60.0.3112.80  Channel: beta
OS Version: 9592.71.0
Flash Version: 

While technically this setup is completely feasible - touchscreen plus external display - it is practically unusable.

Indeed we should fix this, let's keep this bug as the bug to track this as I couldn't find the feature request.

mccanny@ when you're back from vacation, can you have a look and shed light on what you think is the expected behavior?

I support this, at least for mouse. Not sure if external keyboard alone should change anything.

This part seems harder. Without a guarantee of a mouse, we'd need window management UI for the external monitors on the touch screen to go fetch/manage windows on the screens that don't have an input tool. But then, without an external mouse, or at least an external keyboard, it's hard to interact with apps on these screens, so I think it's maybe not a case we should focus on.
