Router interop tests are failing for the same reason

Not currently showing 502s, but there are definitely some hiccups in db metrics during this time period, possibly other metrics showing issues.

->P1 to monitor the situation and determine root cause

Assigning to deputy for monitoring, close at end of week if the issue is gone.  Deputy can also keep an eye out for symptoms/causes.
