Random Error loading media and error 429

Issue description

Example URL:

Steps to reproduce the problem:
1. When trying to play videos, 3-4 minutes will appear the error loading error
2. Won't play unless you refresh the page numerous times.

3.When try to download. It says error 429 limit exceeds even though I just try it for the first time

What is the expected behavior?
Its so unstable. When playing videos

What went wrong?
When playing 4-5 videos. Error loading and error 429 appears

Did this work before? Yes Chrome version 58

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

Chrome version: 59.0.3071.125  Channel: n/a
OS Version: Lollipop
Flash Version:

Tested the issue using #60.0.3112.107 on Lollipop Asus device and was unable to reproduce the issue. Able to play videos without getting any error.

@ohcherryblossoms05: Could you please try upgrading your Chrome to the latest version and check if you still face the issue, if so please attach expected screen cast, that would help us in further triaging of the issue.

Right now im in the latest version which is 59. Maybe on the next update
"60" will fix my problem. Though i have a speculation that its a bug on the
site that im getting the error itself. Its wierd, i only visit the site and
it says too much request.

I have a question. If a video is uploaded prior to the latest version of
chrome. Will it affect if im not using the latest one?. I check the chrome
releases and version 60 is already available on desktop. And on android 60
is ready to release in a few day. So basically my Chrome is already
outdated because 59 is the only version available in Google Playstore.
Could that be the problem?

as per c#5, there should have chrome dev/beta/canary channel in playstore too that you can try.
does this bug happen to all videos sitesor only one website? can you play videos on vimeo.com, or YouTube.com?
