I tried to reproduce this issue on the latest stable version (60.0.3112.90) and I cannot reproduce this one. 
Could you provide more detailed information, e.g. which version of chrome are you using? are you under any enterprise policy?
Though based on your description, it does not look like a permission problem. Removing the component label for now. Once you provide us with  more details, I'll route this issue to the right owner.

Thank you for your quick response. The next day the issue was resolved. I
can not reproduce it so I don't know if whatever you did fixed it or it was
a glitch.
