Eve won't start UI up

Chrome Version: 61.0.3163.53
OS: Chrome OS 1765.32.0

What steps will reproduce the problem?
(1) Update Chrome via deploy_chrome.

What is the expected result? Chrome is updated, then the UI restarts.

What happens instead? Chrome is updated, and the UI does not start up.

Status: WontFix (was: Untriaged)
It seems this problem is gone on newer Chrome OS builds.
