Flinging down launcher from fullscreen should go to collapsed state

Issue description

In laptop mode, the drag behavior dragging down from fullscreen should be different from flinging down.

In a drag with insufficient velocity, the final state should depend on the release position compared to the currently implemented thresholds (this is the behavior that's currently implemented).

In addition to this, if the velocity is high enough to be considered a fling and the fling direction is down, the final state of the launcher should be the collapsed state.

Sorry for the weird edits, I got confused by collapsed state which I thought meant "peeking". Collapsed = shelf state so all good.
Status: Fixed (was: Unconfirmed)
Alex, I'm having a hard time flinging down from fullscreen on caroline with canary 63.0.3207. Shiba was able to fling on her eve with an earlier build - should the fix have landed in my build? We might want to lower the fling velocity threshold if it has.
