From  issue 748151  #c5:

Adjust is_jetstream to check for 'test-ap' in CHROMEOS_RELEASE_BUILDER_PATH, so testbed-ap profile routers get detected as CrosHost, not JetstreamHost.

Blocked on getting all the routers updated to a new build, because the current stable build is too old to have CHROMEOS_RELEASE_BUILDER_PATH in /etc/lsb-release.
