[Chrome Side-by-Side]: User-level Chrome-Dev is not honoring 'Set as default'

Issue description

Chrome# 62.0.3188.4 (32/64-bit)
OS: Win7 (64-bit)

Repro steps:
=============
1. Install Chrome-Dev: "desktop-5c0tCh%2F62.0.3188.4%2Fwin-clang%2F62.0.3188.4_chrome_installer.exe" --chrome-dev --verbose-logging --do-not-launch-chrome --system-level
2. Launch chrome-dev and click "Set as default"

"Set as default" is not getting honored. Even the behavior is same when you select 'Make Default' from chrome://settings.

Same is the case for 'Chrome-Beta' as well. For 'System-level' Chrome Dev/Beta it's working as expected.
One more observation:
======================
If you do "system-level" chrome-dev update through diff installer, then by default chrome is considered as default browser.

Sorry for the typo. It should be user level chrome installation, so there is no "--system-level" flag in repro steps.

Oops, I forgot to add this issue number to the CL for this. r496600 should fix it.

Fixed in 62.0.3200.0 with r498199.
