User Blacklist Exception does not always work

Issue description

Chrome Version: M61.0.3163.53 dev reks, daisy, candy
OS: ChromeOS 9765.32.0

What steps will reproduce the problem?
(1) In CPanel > Device Management > Chrome > User Settings, User policy, set:
    URL Blacklist: *
    URL Blacklist Exception: chrome://policy, chrome://settings, chrome://version, cnn.com
(2) Sign in user and check whether the above exception URLs is accessible.
(3) If the URLs are accessible, sign out and then repeat from step 2.

What is the expected result?
The blacklist exception URLs are accessible while all others are blocked.

What happens instead?
Intermittently, all URLs are blocked including the blacklist exception URLs. Sometimes it takes more tries or even a power cycle to reproduce the issue.

This is a regression bug that was previously reported but could not reproduce afterwards.

It does not matter whether the device is enrolled or not.
