Issue descriptionExample CL: 5805477f4ffecdc1be5d4786c80119894661078a. Alert showed 19.7 kb increase (https://chromeperf.appspot.com/report?sid=b5b6498ffe6339c4e70a38d098c7b703b7324595089f2b528ce5bd4e0bd2b1d7&num_points=10&rev=495553) , while running diagnose_bloat.py locally (with --cloud) showed only 11,587 kb increase. This is annoying and we should fix the incorrect source.
