Issue descriptionChrome Version: 62.0.3188.0 (MacViews) OS: macOS 10.12.6 (16G29) What steps will reproduce the problem? (1) Focus a text input (omnibox or in web content) (2) Bring up the emoji picker (ctrl+cmd+space) OR a dialog (javascript:alert()) What is the expected result? The main window's appearance doesn't change. What happens instead? The top of the main window turns white while the picker is open.

The cause for this issue and http://crbug.com/826277 are the same. Decoupling key and active states fixes the issue.
