History does not display time in system format

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Set the time format to use 24-hour time. (System Preferences -> Date & Time -> Open Language & Region)
2. chrome://history

What is the expected behavior?
History entries use 24-hour time per system setting.

What went wrong?
History entries still show AM time.
Even after reboot, the time is not displayed in the system format.

Did this work before? N/A

Able to reproduce the issue on Mac OS 10.12.6,windows 7 and ubuntu 14.04 using chrome M60 #60.0.3112.101 and M62 #62.0.3192.0.

This is a Non-regression issue seen from M45 #45.0.2404.0 .

Hence marking this as untraiged for further inoust on this.
