Local file path is not displayed in History

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Visit a local HTML file
2. chrome://history/

What is the expected behavior?
The history entry for the local file displays the full path.

What went wrong?
History entry only displays the page title and "file:"

Did this work before? N/A 

Chrome version: 60.0.3112.101  Channel: stable
OS Version: OS X 10.12.6

Unable to reproduce the issue on Mac 10.12.6,Windows 7 & Ubuntu 14.04 using reported version (Stable)-60.0.3112.101 & Canary#62.0.3192.0 as per steps mentioned in comment#0.

Observed full path of the html file in chrome://history.

You are still seeing the issue there, it shows the file path only because the HTML page does not have a title.

But the location / host field only shows "file:" when I expected it to show the full path.

Tested on Chrome Stable #60.0.3112.101, Canary #62.0.3192.0 on Windows 7, Ubuntu 14.04, Mac 10.12.6 and able to reproduce the issue. 

This is a non-regression issue and able to reproduce from M-45 #45.0.2454.85. Marking it as untriaged so that issue gets addressed.

**Mass UI Triage**

This issue is still reproduced on all OS from M60 to latest canary-72.0.3617.0.Could some one from dev please take a look.
