ERR_UNEXPECTED error page shows briefly when connecting to HTTPS with ntlm authentication

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
Accessing a server that requires a secure connection, ntlm authentication and the cipher-suite TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384 is agreed upon during handshake.

What is the expected behavior?
The requested page is shown without any error page flashing for a short while

What went wrong?
When accessing a server that requires a secure connection and ntlm authentication the browser shows an error page for a split second (or a few seconds if throttling is used to reduce the bandwidth). See attached error page. After this split second of error page the requested page is shown.
The problem only occurs when the cipher-suite TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384 is agreed upon during handshake and it only occurs for Chrome (not Firefox and IE/Edge). If TLS_ECDHE_RSA_WITH_AES_256_GCM_SHA384 is removed from the server then the problem does not occur.

A theory could be that something times out during negotiation/handshaking and the error page is shown, and then Chrome does a retry that succeeds short after the failing attempt.

This is a duplicate of  Issue 685741 . The server closes the H2 connection with a HTTP_1_1_REQUIRED error message before falling back to HTTP/1.1
