WebAssembly: Could not allocate memory

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3178.0 Safari/537.36

Steps to reproduce the problem:
new WebAssembly.Memory({initial:1, maximum:1});

What is the expected behavior?
Memory heap is allocated without error.

What went wrong?
Uncaught RangeError: WebAssembly.Memory(): could not allocate memory

Did this work before? Yes 61.0.3163.49

Does this work in other browsers? Yes

Chrome version: 62.0.3178.0  Channel: dev
OS Version: 
Flash Version: 

This is an intermittent error, albeit one that fails 95% of the time.

This was fixed when the dev channel updated to 62.0.3188.2
