Regression: 'Add other mobile network' link is seen in OOBE screen even when dongle is not connected.

What steps will reproduce the problem?
(1)Recover build via USB >> Go to Connect to network screen(Do not connect any dongle to the device) >> Scroll down and Observe for  'Add other mobile network' link

Expected: 'Add other mobile network' link should be displayed on connecting dongle to the device.
Actual: Instead,'Add other mobile network' link is seen even when dongle is not connected.

This is regression issue as 'Add other mobile network' link is displayed on connecting dongle to the device in 57.0.2987.154/9202.71.0 stable channel Kip.

Note: Issue is seen in M-62 as well.
