Non-Regression:Chopped alphabets are seen in 'Show input options in the shelf'

What steps will reproduce the problem?
(1)Sign into user ->Launch chrome,navigate to chrome://settings/fonts and set the Minimum font size to Huge
(2)Now go to 'Languages and input section' and click on the toggle button of 'Show input options in the shelf'
(3)select Emoji palette in Input methods from Ubertray ->click on Keyboard layout and Observe(kindly refer video)

Actual:Chopped alphabets are seen in keyboard layout
Expected: Alphabets should be seen clear

This is a Non Regression issue seen from M-59

Note:Issue is not applicable to Linux, Windows OS

Please try to find a work around.
Otherwise Make OS apply the rules on keyboard container. assign bug to shend@
