Non-Regression : Volume is still seen in mute on enabling 'ChromeVox(Spoken feedback)' option for second time

Issue description

Chrome Version: 61.0.3163.51/9765.31.0 dev-channel Peppy,Daisy and Kip
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings/manageAccessibility page
(2)Select 'Enable ChromeVox(Spoken feedback)' option under 'Text-to-Speech' -> Mute the Volume at Uber Tray -> Now disable ChromeVox(Spoken feedback) option
(3)Now again 'Enable ChromeVox(Spoken feedback)' option and observe Volume is in Mute mode

Expected: Volume should get increase after enabling 'ChromeVox(Spoken feedback)' option
Actual: Instead Volume is in Mute mode

This is Non-Regression Issue seen from M-55

@dmazzoni: Please confirm the Issue

Note: 
1)In OOBE screen -> Enable 'ChromeVox(Spoken feedback)' -> Mute the Volume at Uber Tray -> Disable 'ChromeVox(Spoken feedback)'-> Now again enable 'ChromeVox(Spoken feedback)' option -> observe volume gets increase
(Please refer 'Expected_Volume' Video)

2)If Volume behavior is intended change in chrome://settings then In OOBE screen also Volume should be in Mute mode after enabling 'ChromeVox(Spoken feedback)' option

3)Issue is seen on latest M-62 also
