Black circle with message box will not come off my screen turns blue and talks saying cannot access this on my screen how do I remove it and what is it?

Same will not move from screen and says cannot access when it turns blue

Without a screenshot or other details, it will not be possible for the Chrome team to help you with this problem. It /sounds like/ your computer is either infected with malware or you've visited site that has a "Scareware" advertisement that attempts to trick you into running malware or giving a phone support scammer money.

What Operating System are you using? What URL did you visit? 

Chrome 51 is extremely outdated and you should update your system to Chrome 60 immediately.
