Black circle with message box will not come off my screen turns blue and talks saying cannot access this on my screen how do I remove it and what is it?

Same will not move from screen and says cannot access when it turns blue

Could you please upgrade your chrome to latest # 60.0.3112.107 and let us know the behaviour.

If issue still persists, please provide the OS version, Device details, screenshot and steps to reproduce the issue that will be helpful in triaging the issue from our end.
