Regression: Links are seen misplaced in bubbles |

Issue descriptionChrome Version:62.0.3189.0 OS:Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and open any page (2)Block anything and observe the bubble Expected:Links should be beside the done button Actual:Instead, Links are misplaced above the separator line This is a Regression issue broken in M-62 Will update other info soon..

We decided this was the best path forward to start aligning with the Harmony UI. See issue 736318 . We should probably migrate the "manage" link to a button next to "Done" like Harmony has, but the work hasn't started yet.
